Low-moisture doesn't mean low-risk.

Fried, baked, and extruded snacks are dominated by two hazards working in opposite directions: physical contamination from fast, hot packaging lines, and Salmonella — which doesn't grow in dry product but survives in it for months, along the equipment and in seasonings.
